MISSION
To provide sustainable framework for integrated planning and collaboration amongst the three tiers of Government for a more transparent, effective and efficient service delivery to the people.
The Ministry also seeks to continuously encourage policies, programmes, laws and other imitative that promote and enhance the development of the Youth and the protect of their interest
ACHIEVEMENT OF THE MINISTRY OF 2002 - 2005
PREAMBLE:
Before the year 2002 there existed only a Directorate of States and Local Government Affairs, under the Vice President, Alh. Abubakar Atiku.
By 2003, the Directorate was re-instated as a fully - fledged Ministry - the Ministry of Intergovernmental Affairs and Special Duties in the Presidency.
In May 2004, the Department of Youth Development was added to the responsibilities of the Ministry and it then became known as the Ministry of Intergovernmental Affairs, Youth Development and Special Duties.
ACHIEVEMENTS OF THE MINISTRY BY DEPARTMENTS
A. YOUTH DEVELOPMENT DEPARTMENT
Pursuant to its numerous responsibilities for youth development, the Department undertook many activities in 2004. Some of these activities were undertaken in collabration with international Agencies such as the UNDP, World bank, UNICEF etc. Key activities include:
Launching of the National Youth Agenda - Enugu Nov. 2004
Establishment of National Youth Development Fund
Establishment for ICT centre
Youth Development Centre
Commencement of renovation of Youth Development Centres- Owode-Egba, Ogun State.
Expressions of Interest received from Architectural Consultations for the renovation of the Shere Hills Youth Centre in Jos, the Sea School in Lagos and the development for six Zonal Youth Centre
Manpower Development for Youth Officers
298 man hours put in training course for Youth Development Officers on GL 07-10, in Abuja.
112 man hours in training for Director of Youth Development in London
Capacity building for Youth leaders - trips to China, Egypt
Youth Summit
The embrace of Dialogue instead violent confrontation.
The Hon. Minister's interventions have made many of the Youth organizations to tow the path of Dialogue E.g the case at the National confab
John Foppe Motivational Lecture Services ( collaboration with NYSC and Softkills Management Consults)

Establishment of information and Counselling centre for out of school Youth at Upper Iweka motor park Onitsha in September 2004.
288 man hours of training on Transformational Leadership for 4 HIV/AIDS focal officers of the Ministry (sponsored by the UNDP)
