BENIN — THE Edo State House of Assembly and the Executive arm of government are on the verge of a disagree over which of them has the statutory function to audit ministries, extra ministerial departments and government owned companies.
Whereas the State House of Assembly says that the House under section 129 of the 1999 constitution is vested with the power to audit government owned companies, ministries and extra ministerial bodies.
The State Audit Department an arm of the Executive branch of government also said that it has the statutory duty to audit and comment on the account of the aforementioned bodies.
Speaker of the Edo State House of Assembly Mr. Friday Itulah, who yesterday ordered the Auditor General of the State, Mr. I.J. Obazee to send its audit report on Bendel Brewery Limited whether interim or final to the Ad hoc committee set up by the House to investigate the fortunes of the company said that it was absurd for the Auditor General to say that he was commission by the Executive to commence a private auditing of the company.
Itulah said that the audited report of the company must be submitted to the House for vetting because the consultancy fee paid to them was through the tax payer’s money.
“ Section 129 of the 1999 constitutionvested the State House of Assembly with the power to audit government ministries, extra ministerial bodies and government owned company to look into their account as part of their oversight functions. So wemust see the audit report of the Bendel Brewery Limited”
