The 25-year-old Nigeria captain, linked with Arsenal, has a year left on his contract but the deal he was offered 12 months ago remains on the table.
Frustrated Everton boss, David Moyes said: "It has not been Everton slowing down on negotiations.
"It is Joseph and his advisors - whoever they are - that have been slow to deal with it."
Moyes added: "We offered Joseph a contract a year ago and it has been on the table all that time waiting for him to sign.
"It doesn't concern me at the moment that he has only a year left. I haven't had one phone call from any manager, chief executive or chairman about Joseph."
Arsenal have been linked with a £3 million summer bid for Yobo, who joined Everton from Marseille in 2003 for £4.5million, after initially arriving on a one-year loan.
And Everton may be tempted to cash in rather than risk losing the talented defender on a free transfer in June 2007.
