Taylor, 10, was stabbed in the leg and bled to death on a rundown housing estate in south London. His murder struck a raw nerve in Britain where street crime has soared.
In a dramatic trial at London's Old Bailey in 2002, two 16-year-olds were found not guilty of his murder. Two other defendants in the case had been cleared earlier.
"These significant developments today are the result of a determined effort to establish the truth of what happened on that day," said Bill Griffiths, a deputy assistant commissioner of London's Metropolitan Police.
