Festus Bikepere Porbeni
Festus Bikepere Porbeni, retired rear-admiral and diplomat, 65, May 28. Born in Bayelsa State, he was educated at Hussey College, Warri, and Government College, Ughelli, where he obtained his WASC and Higher School Certificate in 1964 and 1966 respectively. He also attended the Nigerian Defence Academy, NDA, Kaduna. Porbeni was commanding officer, NNS Aradu, in 1990; deputy commandant, National War College, and member, Provisional Ruling Council, PRC, 1994-1995. He also served as chief of defence administration, Defence Headquarters, and later, minister of transport from 1998-1999.
